WhatsApp Business app or the API: which one you need

The WhatsApp Business app is a free app for one number, used on one phone plus up to four linked devices. The API is not an app: it connects your number to software such as a CRM, so a whole team can share it, send approved templates and keep records, and Meta charges for each delivered message. Move to the API when more people need to answer than the app allows, or when WhatsApp has to sit inside your CRM.

What the app does well

For one agent, or two, the app is hard to beat. It costs nothing, it takes an afternoon, and customers who message you get a reply from a number that shows your business profile. If most of your conversations start with the customer and are handled on a phone, you may not need more.

The limits show up as the team grows. The number is tied to one account on one phone, with up to four more devices linked to it. Chats live in that account, not in your own system, so if an agent leaves, their conversation history leaves with the phone. Nothing in the app connects a chat to a lead, a stage or a follow-up date.

Meta's Messaging Policy applies to the app as well. You may contact only people who have given you their number and agreed to hear from you.

What the API adds, and what it takes away

With the API you gain:

  • A shared inbox. Any agent your software allows can answer, and the boss can see who answered what.
  • Your CRM in the loop. A reply can be attached to the customer's record, and a stage change can trigger a reminder.
  • Templates. Pre-approved messages that let you reach a customer after the 24-hour window has closed. The window and templates guide covers how.
  • Automation with a safety net. Meta allows automated replies inside the 24-hour window, provided the customer has a prompt, clear way to reach a person.

In exchange you accept:

  • Charges for each delivered message, and a payment method on file with Meta.
  • The 24-hour window. Outside it, templates only, and Meta reviews every template.
  • Quality ratings and limits. A new business can reach 250 different customers a day outside the window, and customers who block or report you can pull your rating down.
  • One home for the number. A number registered for the API cannot also run WhatsApp Messenger, and without coexistence it cannot stay on the Business app.

Keeping the app and the API on one number

Meta offers a feature, called coexistence in its partner documents, that lets one number work in the Business app and through the API. It is set up by a provider that Meta has approved, not by you in a settings screen. Your customers keep the same number, and chat history between the two stays in sync, with up to six months of one-to-one chats shared.

Messages you send from the app stay free of Meta's per-message charges. Messages sent through the API are charged as usual, and only the API side is subject to the 24-hour window rule.

What to carry over if you move

The API does not bring the app's small tools with it. A greeting, an away message, quick replies and labels belong to the Business app. Meta lists them as not supported through the API, so your software has to provide its own versions.

  1. List what the app does for you today: the greeting, the away message, the quick replies and the labels your team uses.
  2. Ask your provider or CRM how each one will work after the move, and who sets it up.
  3. Decide where agents will answer. They should work in the shared inbox, not on a phone that is also linked to the number.
  4. Check that you have opt-in from the customers you plan to message with templates. Having chatted with them on the app is not the same thing.
  5. Pick a quiet day for the switch and tell your team the date.

Whichever you pick, the same rules apply on both. Meta's policy tells businesses to contact only people who have opted in, not to ask people to share full ID card, bank account or card numbers, or documents that may contain them (asking for only the last few digits is allowed), and it names categories of business it does not allow. Questions people ask next

Can I use the WhatsApp Business app and the API at the same time?
Only through coexistence, which a Meta-approved provider sets up for the same number. Otherwise a number registered for the API cannot also stay on the app, so you would use two different numbers.
Is the WhatsApp Business app really free?
It is free to download and use, and it uses your phone's data connection like normal WhatsApp. Meta also offers some extras, such as a Meta Verified subscription, as paid options.
Will I lose my chat history if I move to the API?
With coexistence, Meta says up to six months of one-to-one chats can be synchronised. If you delete the app account so the number can be registered fresh, that account goes with it, so ask your provider what can be kept before you delete anything.
Do I need the API to send messages to many customers at once?
The app has broadcast tools whose availability and limits vary by country, so check what your own app offers. The API is built for sending approved templates at scale, within Meta's limits and quality rules. See the follow-ups guide before you do.
